Cirroc Lofton (Jake) doesn't appear in this episode.

Andrew Robinson (Garak) on his return to Deep Space Nine:
"They were really pleased with my work and [after 'Past Prologue' they told me] they were going to have me back. In this business, people always tell you that the dailies were great and you're wonderful and so forth, but they often don't follow up by inviting you back. This is one of those rare occasions where they did, and Ira Behr actually apologized for not having me back sooner."

Andrew Robinson describes the changes in Garak's personality from "Past Prologue" to "Cardassians":
"[it's] part of the actor's process. When you're working on a character that recurs over a period of time, what happens is kid of unconscious. In the very first episode, I was much more foreign and exotic than I later became. I think one of the reasons for that is the relationship with Bashir. What Garak gets from him is a certain humanization, which is not to suggest that he has become a human being - he's a Cardassian - but that there are certain kinds of human values that Bashir imparts to Garak."

This episode marks the first occasion where extras on the promenade are seen wearing a multitude of "strange hats". Costume Design Robert Blacksmith recalls:
"Star Trek has a great love/hate relationship with hats. We don't do a lot of them, because you draw them up, they like it, you do it, and then it's 'I hate. it. Take that thing off. I can't see the face!'"
