We can hear his breathing, and the rustling of his clothes, but no normal sounds of the Defiant. The ship is at Red Alert and Worf is carrying his bat'leth as if expecting someone to attack him at any moment. FLASH CUT: 2 INT. DEFIANT BRIDGE which is manned by dead Starfleet officers sitting in their chairs, bloodied and scorched, staring straight ahead. 3 WORF IN THE CORRIDOR He turns a corner, tries to open a door, but it's locked... he tries another door, but it's locked too... a wall panel EXPLODES down the corridor... FLASH CUT: 4 INT. DEFIANT BRIDGE A group of N.D. Klingon Warriors are on the Bridge. They are screaming silent screams of victory toward the ceiling over the bodies of the dead officers... their arms raised in triumph... 5 WORF running down the Corridor, his eyes wild, his desperation growing... FLASH CUT: 6 INT. WARDROOM Worf in dress uniform beginning to stand up in slow motion... DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - TEASER 2. 7 WORF IN THE CORRIDOR running... the EXPLOSIONS of wall panels on either side of him... the Corridor filling with smoke and flames... he finally reaches the door to the bridge and flings it aside with a single motion of his arm. The bridge is filled with smoke as he plunges inside... FLASHCUT: 8 INT. WARDROOM Worf standing in dress uniform... he bows his head in shame... 9 INT. DEFIANT BRIDGE As Worf plunges inside, bat'leth at the ready. The figure of a Klingon warrior stands obscured in the smoke... we can't see his face clearly, but he's holding another bat'leth... FLASH CUT: 17 INT. WARDROOM Worf standing in dress uniform... 18 INT. DEFIANT BRIDGE The smoke on the Bridge is BLOWN AWAY and Worf sees dead Klingon children everywhere on the Bridge. He silently screams in horror... SHOCK CUT TO: 19 WORF As he wakes up with a SCREAM. REVEAL: 20 INT. HOLDING CELL Worf sitting up on the bunk, just awakened from his nightmare. He's wearing his black t-shirt and pants. His dress uniform hangs nearby. Worf sits there for a moment, trying to catch his breath, when ODO steps to the doorway and looks in. ODO Are you all right? Worf swings his legs off the bunk and sits there for a moment. WORF What time is it? DEEP SPACE NINE: "Rules of... " - 1/26/96 - TEASER 4. 20 CONTINUED: ODO Oh-four hundred. Your hearing starts in four hours. I suggest trying to get some sleep. You have a long day ahead of you. Odo heads back toward his security office, leaving a shaken and deeply troubled Worf sitting alone in the Holding Cell. Off this unusual sight... FADE OUT. END OF TEASER DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 5. ACT ONE FADE IN: (NOTE: Episode credits fall over opening scenes.) 21 INT. WARDROOM The room has been set up for a hearing. The large conference table is gone and replaced with smaller tables for the judge, defense, prosecution and a witness chair. Flags of the Federation and Starfleet stand off to one side. An antique ship's bell sits on the judge's table. Sitting in the judge's chair is Starfleet ADMIRAL T'LARA, an older female Vulcan in dress uniform. At the prosecution table sits a Klingon named CH'POK. At the defense table are SISKO and Worf, both in dress uniforms. T'Lara strikes the bell three times to open the hearing. T'LARA This hearing will come to order. We are here to consider the request of the Klingon Empire that Lieutenant Commander Worf be extradited for trial on charges of murder. (to Ch'Pok) Advocate Ch'Pok, you may present your charges. Ch'Pok moves around the desk. DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 6. 21 CONTINUED: CHIPOK The Klingon Empire makes the following allegations against Lieutenant Commander Worf: That on Stardate 49648 while in command of the Starship Defiant, he did knowingly fire upon and destroy a Klingon civilian transport ship near the Pentath system. And as a result of this action, four hundred forty-one Klingon civilians were killed. Ch'Pok takes a few steps around the room. CH'POK (continuing) It is my intention to prove that Mister Worf was grossly negligent in his command of the Defiant. That his lust for battle overrode his good judgement. I ask only that he be returned to us... to face the justice of his own people. (beat) Thank you. He sits. Sisko stands. SISKO The Advocate neglected to mention in his opening statement that at the time in question, the Defiant was under attack by two Klingon warships. This was a combat situation, with hundreds of lives at stake. It was at that moment, when the transport ship suddenly decloaked in front of the Defiant. (beat) Worf gave the order to fire, not because he was reckless or negligent, but because he believed he was firing on a warship. We intend to show that the destruction of the transport was a tragic, but unavoidable, accident. Sisko sits. T'LARA I will hear formal evidence beginning tomorrow afternoon at fifteen hundred hours. DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 7. 21 CONTINUED: (2) The Admiral reaches for the hammer to ring the bell. Sisko speaks up: SISKO Admiral, I request that Commander Worf be released from the holding cell for the duration of this hearing. I don't believe there's any danger that he'll flee the station. T'LARA (to Ch,Pok) Is there an objection? Ch'pok considers. CH'POK Captain Sisko is an honorable man. I will accept his word. (beat) However, I would ask that Mister Worf not be allowed to wear his family baldric until this hearing is over. He is dishonored among our people, and I am... offended by the sight of him wearing Klingon emblems. Worf bristles visibly. Sisko leans over. SISKO (sotto, a caution) You want to stay in the holding cell? Worf finally relents, takes off his sash and lays it on the table. Ch'Pok takes that victory with aplomb -- no smile, just calm acceptance. T'LARA Very well. We will resume tomorrow. DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 8. 21 CONTINUED: (3) She rings the bell. T'Lara and Ch'Pok EXIT, leaving Sisko and a seething Worf. WORF He is trying to provoke me. SISKO It looks like he's succeeding. And I have a feeling that's not the last time he's going to try to get under your skin. Worf takes a deep breath, knows Sisko's right, tries to calm down, and nods. CUT TO: 22 EXT. SPACE - DEEP SPACE NINE (OPTICAL) Establishing the station. 23 INT. PROMENADE Sisko and Odo are walking along, mid-conversation. SISKO I want to know everything there is to know about the Klingon who was commanding that transport ship. ODO You suspect that he wasn't just on an innocent passenger run... DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 9. 23 CONTINUED: SISKO I intend to argue that he saw the battle, and then decided to join it... that he decloaked in order to attack the Defiant. ODO Not the smartest decision he ever made. SISKO That's where you come in. Use your contacts in the Empire and find out something about that captain I can use. Was he reckless, did he have a reputation for drinking, did he have a death wish? Something. ODO I'll see what I can do. Odo peels off into a turbolift as Sisko keeps walking. After a beat, Ch'Pok falls into step next to him. Ch'Pok hands him a PADD. CH'POK (re: PADD) The witnesses I intend to call. SISKO (glancing over PADD) Thank you. CH'POK A remarkable station, Captain. SISKO Thank you. We don't get many Klingon visitors anymore. CH'POK After this case is over, you might be seeing a lot more of us. SISKO Oh? CH'POK When Worf is extradited, the Federation will be forced to admit that one of its officers committed a massacre. DEEP SPACE NINE: "Rules of ... " - REV. 1/26/96 - ACT ONE 10. 23 CONTINUED: (2) CH'POK (Cont'd) That'll put you on the defensive throughout the quadrant. And while you're busy trying to repair a badly damaged reputation, we'll find ourselves with certain... opportunities. SISKO An opportunity to annex more of Cardassian space and set up additional military bases in this sector. CH'POK Possibly. In any case, Worf is about to hand us something we could never win in battle -- sympathy. Any move we make against you now will be seen as a legitimate response to an outrageous slaughter. SISKO You're presuming an awful lot. Worf maintains his innocence. Ch'Pok smiles. CH'POK And you are about to remind me that the burden of proof is mine. It's an interesting system of justice you have. It does have its flaws, however. It tends to emphasize procedure over substance... form over fact. SISKO I'm sorry if you feel it puts you at a disadvantage. CH'POK On the contrary, I'm looking forward to fighting on your terms. They stop. Sisko looks at him. SISKO This isn't a fight. It's a search for the truth. DEEP SPACE NINE: "Rules of ... " - REV. 1/26/96 - ACT ONE 10A. 23 CONTINUED: (3) CH'POK The truth must be won. I'll see you on the battlefield. He smiles and walks off, leaving Sisko a little disturbed... CUT TO: 24 INT. WARDROOM Everyone in their places -- Admiral T'Lara, Sisko, Worf. Ch'Pok on his feet, a Starfleet PADD in his hand. DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 24 CONTINUED: CH'POK I have studied Commander Worf's report, along with the Defiant's sensor logs, and the reports of the other officers on the bridge. (beat) And I believe every word of it. It is a point of pride for the Federation that Starfleet officers never lie or commit fraud. So I will accept the facts of this case as they have been submitted. T'Lara raises an eyebrow in surprise. Worf and Sisko exchange a look. SISKO Admiral, if there are no facts in dispute, then this hearing would appear to be at an end. CH'POK We Klingons, are not concerned with matters of fact and circumstance... what matters to us is what was in Worf's heart when he gave the order to fire. Was he just a Starfleet officer doing his duty? Or was he a Klingon warrior reveling in the battle? (beat) That is why I am here. Because if he was a Klingon lost in the bloodlust of combat, then only we can judge him... not you. SISKO We can't put a man's heart on trial. It's a subjective issue that cannot be reasoned in a court of law. I ask that the advocate be limited to arguing the evidence in this case. CH'POK Someone told me that this was a search for the truth. Should we not follow that search wherever it takes us? DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 12. 24 CONTINUED: (2) A long beat as T'Lara considers the arguments. T'LARA The question of Commander Worf's motive is relevant. I will allow you to explore this issue but only as far as logic permits. CH'POK I bow to your judgement. T'LARA You may call your first witness. CUT TO: 25 INT. WARDROOM A few minutes later. DAX is now in the witness chair being questioned by Ch'Pok. T'Lara, Worf, and Sisko in their places. CH'POK You're something of an expert on Klingon society, aren't you, Commander? DAX My previous host, Curzon, would have called himself an expert. I tend to think of myself as having... a passing familiarity with your culture. CH'POK In your opinion, as someone with a "passing familiarity" with our culture, wouldn't you say that Klingons are a violent, warrior race? DAX Yes. There is that aspect to your people. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 13. 25 CONTINUED: CH'POK Would you agree that one of the things that makes a Klingon warrior formidable is his... predatory instincts? His "bloodlust," if you will? DAX I'd agree with that. CH'POK Now, when Worf was on the Defiant, engaged in combat... don't you think his "predatory instincts" took over? DAX I think those instincts were present. But I've seen Worf restrain them before. CH'POK You have? When? DAX In the holosuite. We've fought many times. DEEP SPACE NINE: "Rules of... " REV. 1/26/96 - ACT ONE 14. 25 CONTINUED: (2) CH'POK You mean, you've practiced with Mister Worf. You've played with him... DAX Oh, no. When Worf and I fight... we fight. 26 INT. HOLOSUITE CAVES - FLASHBACK CLANG! Dax and Worf are in the middle of a heated fight with mek'leths in the caves. They're really throwing themselves into it and are both wearing workout gis. The action is fast and furious as we hear Dax's voice from the wardroom. DAX'S VOICE I've made it very clear to Worf that I never want him to take it easy on me, because I'm a woman, or a Trill. 27 INT. WARDROOM as before. CH'POK Have you ever been injured? DAX A few bruises here and there... a broken finger once... nothing serious. And I've given him a few lumps of his own. 28 INT. HOLOSUITE CAVES - FLASHBACK Dax sweeps Worf's feet out from under him, and he CRASHES to the cave floor. CH'POK'S VOICE So you're not afraid of Mister Worf? Dax tries to go in for the kill, but Worf is faster. He disarms her with a quick move, SLAMS her back into the cave wall and puts his mek,leth to her throat. He glares at her face, breathing heavily, snarling. Dax then turns to the camera and breaks the "fourth wall" between her and the wardroom. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 15. 28 CONTINUED: This is her flashback and Worf pays no attention to the courtroom dialog. DAX (breathless) I'm no fool. I can see the killer instinct in his eyes... and I know he can kill me if he wants to... (beat) But that look always goes away... he knows when to stop. The snarl disappears off Worf's face. He steps back and pulls the Bat'leth away from her neck. She bows to him, acknowledging defeat... 29 INT. WARDROOM Ch'Pok nods thoughtfully, moves back to the table and picks up a PADD, looks it over. Dax glances at Worf, who gives her an appreciative look. Ch'pok turns back to the others. CH'POK (off PADD) Admiral... at this time, I would like to introduce into evidence files I obtained from the defendant's private database this morning. SISKO Objection. There's been no search order issued for those files. This is a violation of Mister Worf's privacy. T'LARA (to Ch'Pok) The captain is correct. Without a properly executed search order, or the permission of the defendant, any information you have accessed from his private database may not be admitted as evidence. CH'POK Ah... I see. Well, I obviously have no search order... Ch'Pok walks over to the defendant's table. DEEP SPACE NINE: "Rules of REV. 1/26/96 - ACT ONE 16. 29 CONTINUED: CH'POK So I ask you, Worf. May I enter these files into evidence? Or do you have something to hide? He sets the PADD in front of Worf, who barely glances at it. SISKO (sotto, to Worf) Don't play his game. But Ch'Pok and Worf have locked eyes. There's an implicit challenge from Ch'Pok here -- a challenge that Worf cannot pass up. WORF I have nothing to hide. Use whatever you wish. Sisko isn't happy about it, but can't do anything about it. Ch'Pok walks back toward Dax with the PADD. CH'POK Commander Dax... are you familiar with a holosuite program known as "The Battle of Tong Vey?" DAX Yes. It's one of the programs Worf brought with him from the Enterprise. CH'POK Describe it for us. DAX It's an historical re-enactment of one of the epic Klingon battles in history. Ten thousand warriors, under the command of the Emperor Sompek, conquered the City of Tong Vey after a long siege. CH'POK A glorious battle. When Worf recreates it in the holosuite, what role does he play? DAX Sompek. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 17. 29 CONTINUED: (2) CH'POK Of course. The conqueror's role... one of our greatest heroes. (beat) Tell me, Commander: What was the final order Sompek gave his men once they had conquered the City of Tong Vey? Dax suddenly sees where this is going. She hesitates. CH'POK Commander? DAX He... told them to burn the city to the ground... and to kill everyone in it. CH'POK Everyone? Not just the soldiers, but the people of the town? Civilians... women... children? DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 18. 29 CONTINUED: (3) DAX Yes. CH'POK Now, Commander... when Mister Worf runs this program, does he give the order to destroy the city and kill the inhabitants? DAX It's not the same thing. It's just a simula -- CH'POK (sharp) Answer the question. DAX That's the way the program is meant to end. You have to give that order to complete the -- CH'POK (voice rising) Admiral, I ask that the witness be instructed to answer the question yes or no. T'LARA Yes or no, Commander. Dax struggles, but there's no way out. DAX Yes. Ch'Pok is really on a roll now, his voice and passion building in the room. CH'POK Of course he does. And why? Because he's a Klingon warrior. And he doesn't have the same moral code as a Starfleet officer. He is one of us. A killer, a predator among sheep! SISKO Objection! DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT ONE 19. 29 CONTINUED: (4) T'LARA Restrain yourself, advocate. Ch'Pok pulls back, but only a little. His voice resonates through the room. CH'POK I only have one more question for the witness, admiral. He grabs the PADD and thrusts it into Dax's hands. CH'POK Commander Dax... when was the last time Commander Worf used that program? She looks down at the PADD... and hates to see the answer there. DAX (quiet) The day before he left on the convoy mission. CH'POK The day before... (beat) I have nothing further. OFF the moment of silence as everyone looks at Worf... FADE OUT. END OF ACT ONE DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT TWO 20. ACT TWO FADE IN: 30 INT. WARDROOM Sisko is now in the witness chair, being questioned Ch'Pok. CH'POK Captain... you ordered Worf to command the Defiant on the mission in question, did you not? SISKO That's right. CH'POK How did you describe the mission to Worf? CUT TO: 31 INT. CAPTAIN'S OFFICE - FLASHBACK Worf is sitting in the chair across from Sisko, mid- conversation. SISKO (to Worf) An outbreak of Rudellian plague has struck the Cardassian colony on Pentath Three. The Cardassians are preparing several convoys of medical supplies and relief workers... but the Pentath system borders Klingon territory and the Cardassians are worried about raids. WORF (nods) Pentath is a strategically important system. The Klingons will try to stop them. SISKO The problem is the Cardassians don't have warships available to protect the relief convoy. They've asked for Starfleet protection, and because of the humanitarian nature of the request, we've agreed. C>DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT TWO 21-22. 31 CONTINUED: Sisko hands him a PADD. SISKO (continuing) There will be seven convoys heading for Pentath Three in the next week, each of them protected by a Federation starship. The Defiant has been assigned to escort convoy number six. And I've chosen you to be in command. CH'POK'S VOICE Why did you select Worf for this mission? Sisko studies Worf for a moment. SISKO I felt he was an experienced officer who was ready to begin taking on greater responsibilities. He had a distinguished record and he obviously understood the Klingons. 32 INT. WARDROOM As before. Ch'Pok questioning Sisko. CH'POK Weren't you a little worried that Worf, a famed Klingon Warrior, might jump at any chance for battle and forget about the plague victims? SISKO If I did, I wouldn't have given him the assignment. CH'POK And you feel that you made your instructions perfectly clear? That Commander Worf knew he was on a humanitarian relief mission... that he was not being sent out to seek combat? DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT TWO 23. 32 CONTINUED: SISKO Yes. CH'POK Thank you, Captain. I have nothing further for you. T'LARA Captain, since you are also acting as defense counsel, if you wish to add anything to the record, you are free to do so. SISKO Nothing at this time, Admiral. Sisko gets up, walks back to his table, sits next to Worf. T'LARA Call your next witness. CUT TO: 33 INT. QUARK'S - FLASHBACK QUARK is behind the bar, polishing a glass and talking to the camera. Again, no one else in the scene reacts at all to the courtroom dialog. QUARK It was about seventeen hundred hours and I was doing some cleanup work. Doctor Bashir was sitting at the bar... 34 ANGLE ON BASHIR who is sitting at the bar smiling at a lovely dabo girl sitting next to him. QUARK (continuing) ... talking to Etheria, one of the dabo girls. BASHIR Have you ever seen the wormhole open? 35 QUARK behind the bar. He frowns suddenly. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT TWO 24. 35 CONTINUED: QUARK (continuing) No, wait. It wasn't Etheria. It was Glidia. 36 BASHIR Now sitting with a different dabo girl. WARDROOM Quark sitting on the stand as Ch'Pok questions him. CH'POK (firm) Can we return to the matter at hand, please? QUARK Oh, right. Well, as I said, I was cleaning up... and I saw Mister Worf come in. 40B INT. QUARK'S As Worf ENTERS the bar. CH'POK'S VOICE Was there anything unusual about that? QUARK No, he comes in all the time. But he was in a good mood... CH'POK'S VOICE And that's unusual? 41 INT. WARDROOM As before. QUARK (trying to be light) Well, he's a Klingon, and you people are rarely in what I would call good moods. Worf reacts to the question... thinks it about it, a determined look coming into his eyes. Quark watches him, but continues talking to Ch'Pok. QUARK (to Ch'Pok) He got this funny look on his face... then he put down his prune juice... Worf puts down his prune juice and looks at Quark. QUARK ... looked me right in the eyes, and said... WORF (to Quark, fervent) I hope they do. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT TWO 27. 43 INT. WARDROOM As before. Ch'pok turns, looks at Worf. CH'POK I hope they do. Well, it would appear that Commander Worf's hopes were answered. (beat) I have nothing further. " - REV. 1/26/96 - ACT THREE 28-29. ACT THREE FADE IN: 44 OMITTED 45 INT. SECURITY OFFICE Odo is going over some PADDS when Sisko ENTERS. SISKO What do you have for me, Constable? Odo hands him a PADD. ODO Background on the Klingon transport captain. He'd never been in the military and he was known to his family and friends as a quiet, efficient man, who was content in his position. SISKO (disappointed) Doesn't sound like a man who'd suddenly decide to take on the Defiant. ODO No. SISKO What about this story of theirs that the transport ship just "wandered off course" into a combat area? DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 30. 45 CONTINUED: ODO I checked the flight plan the captain filed and his projected course was close to the border. It would've taken only a very slight error in navigation for the ship to stray into the fight. SISKO But why did he drop his cloak right in front of the Defiant? ODO That's a question no one seems able to answer. SISKO No one seems able, or no one seems willing? ODO They're too willing to answer questions. That's the problem. (off his look) I'm always suspicious of people who're eager to help a police officer. SISKO Remind me not to help you out from now on. ODO Hm. SISKO Start looking into the passengers on that ship. Maybe someone with a grudge against Worf or the Federation was aboard... someone who could've seized control of the ship and taken it into the battle. (off his skeptical look) I'm reaching, I know. Sisko is questioning her. Ch'Pok, T'Lara and Worf in their places. KIRA ... and then Chief O'Brien picked up the tachyon surge which indicated a ship was decloaking directly ahead. (beat) That's when Commander Worf gave the order to fire. SISKO But it wasn't a bird of prey that decloaked, was it? KIRA No. It was a civilian transport. SISKO Major, in your opinion, was Mister Worf correct in giving the order to fire? KIRA Absolutely. If he had hesitated, and that ship had been a bird of prey, they would've had the advantage. They could've fired first and destroyed us. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 32. 46 CONTINUED: SISKO Thank you. (to Ch'Pok) Your witness. Sisko takes his seat next to Worf. Ch'Pok stands and moves to Kira, looking at a PADD. CH'POK Aren't you the Kira Nerys that used to be a member of the Shakaar resistance cell during the occupation of Bajor? KIRA Yes. CH'POK You were a terrorist? KIRA Yes. CH'POK And during that time, didn't you carry out an attack against the Golar Province Administration building? KIRA (quiet) Yes. CH'POK How many civilians died in that attack? Beat. KIRA (a whisper) I don't know exactly. CH'POK For the record, Cardassian authorities estimated that between twenty and twenty-five innocent Cardassians died in the explosion. (beat) Nothing further. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 33. 46 CONTINUED: (2) Kira gets up and EXITS. T'LARA Your next witness, Captain? CUT TO: 47 INT. DEFIANT - BRIDGE - FLASHBACK O'Brien at the helm, Worf in command, Kira at the side station. The ship is at Red Alert and it is ROCKED. O'Brien turns and speaks to the camera. O'BRIEN There were two Klingon ships -- a bird of prey and an old battle cruiser. One would engage us while the other went after the convoy, then they would switch the first ship going after the Cardassians, the second coming after us. 48 INCLUDE VIEWSCREEN (OPTICAL) An old-style KLINGON BATTLE CRUISER is coming directly at the Defiant. It FIRES and HITS us, causing a console to EXPLODE in the b.g. KIRA (off console) We've lost the number three starboard shield. WORF (to O'Brien) Come about, the cruiser's taking us too far from the convoy. Try to keep our portside to the Klingons. O'BRIEN Aye, sir. (to camera) It went on like that for... I don't know, another five minutes maybe. They'd come at us, try to draw us away from the Cardassians, we'd head back... until finally the bird of prey came toward us off the port bow. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 34. 49 INCLUDE VIEWSCREEN (OPTICAL) The Bird of Prey swoops in from the Defiant's port side and FIRES at us. The ship ROCKS again. KIRA I have phaser lock! WORF Fire! 50 INCLUDE VIEWSCREEN (OPTICAL) On the screen, the Defiant PHASERS lash out and HIT the Bird of Prey, but it still manages to CLOAK and vanish. KIRA We damaged them, but not much. O'BRIEN (to Ch'Pok) We'd seen them do this cloak and run maneuver a few times, and Commander Worf thought he saw a pattern. Worf moves to the helm with a feral smile. WORF We have them now. (to O'Brien) Come to course one-eight-five mark two-seven-eight. (to Kira) Stand-by, quantum torpedoes, full spread. 51 INCLUDE VIEWSCREEN (OPTICAL) The stars on the screen whirl past as the ship moves. we can see the distant ships of the convoy in the b.g. O'BRIEN We were all stunned. I scanned for survivors, but... (shakes his head) ... there were none. SISKO Chief... do you believe Worf was correct in giving the order to fire? O'BRIEN I stand by his decision. SISKO Is their any question in your mind about his motives? O'BRIEN No, sir. I've known Commander Worf for nine years. DEFIANT - BRIDGE - FLASHBACK (OPTICAL) A new HELM OFFICER at the Helm, and N.D.s at all of the other stations. Worf and Kira nowhere in sight. The ship is at Red Alert. O'Brien sitting in the command chair. CH'POK'S VOICE You're chasing the bird of prey, it cloaks... On the viewscreen, the Bird of Prey CLOAKS. CH'POK You anticipate your opponent's maneuver... so you give the order... O'BRIEN (to N.D.s) Come about to one-eight-five mark two-seven-eight. Stand by quantum torpedoes, full spread. HELM OFFICER I'm picking up a tachyon surge, directly ahead. 55 INT. WARDROOM as before. CH'POK Now, stop -- right there. Let's freeze that moment in time. (beat) Everything rides on your next decision. Do you give the order to fire? 56 INT. DEFIANT - BRIDGE (OPTICAL) On the viewscreen, O'Brien can see the SHIMMERING DISTORTION of a ship about to decloak, but it's too indistinct to tell what it is. O'BRIEN (staring at the viewscreen, struggles) This isn't a fair question. It didn't really happen this way... I wasn't in command. CH'POK'S VOICE I'm not interested in whether you think it's a fair question or not. You're in command. There's a ship out there decloaking... you don't know what it is... Do you fire? O'Brien stares at the screen... hesitates... 57 INT. WARDROOM As before. CH'POK Do you fire! DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 39. 57 CONTINUED: O'Brien doesn't want to do this, but he has to give an honest answer no matter what the consequences for Worf. O'BRIEN No. A quiet moment as this falls in the courtroom. O'BRIEN But that's just my opinion now, after the fact. I wasn't in command that day. Things look a lot different when you're sitting in that chair. CH'POK (looking at Worf) I'm sure they do. CUT TO: 58 EXT. SPACE - DEEP SPACE NINE As before. 59 INT. REPLIMAT Sisko sitting at a table, having coffee. Ch'Pok approaches him. CH'POK May I join you? Sisko indicates the chair and Ch'Pok sits down. CH'POK I understand you're going to put Worf on the stand this afternoon. SISKO That's right. CH'POK May I make a suggestion? (off his look) Concede. Let me take Worf back to the Empire and I'll make sure he's not put to death. I'll even defend him myself. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT THREE 59 CONTINUED: SISKO You? CH'POK What matters to me is the thrill of the fight. SISKO We'll see about that. Admiral T'Lara won't be swayed by the emotion of your arguments. She'll decide the case on a completely logical basis. Ch'Pok shrugs -- have it your way. Sisko eyes him. SISKO You're not making this offer out of kindness. You want the Federation to concede so the convoys will stop... and then the Klingons can move in on the Pentath system. CH'POK As humans would say... that would be icing on the cake. SISKO I wouldn't try eating that cake yet, if I were you. Sisko stands to go. SISKO (continuing) But you have told me one thing I needed to know... you're worried about what Worf might say on the stand. CH'POK I'm not worried... but you should be. Sisko thinks about that, then walks away. OFF the confident expression on Ch'Pok's face... FADE OUT. END OF ACT THREE DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FOUR 41. ACT FOUR FADE IN: OA INT. CORRIDOR Sisko and Worf are about to enter the wardroom when Sisko sees Odo a short distance away, waiting for him. Sisko gestures for Worf to go on without him and then moves to Odo as Worf EXITS to the wardroom. SISKO (to Odo) Good news or bad news? ODO Bad. I checked the backgrounds of every passenger on the transport. None had any connections to Worf, or grudges against the Federation, or any motive for seizing control of the ship and attacking the Defiant. Off Sisko's look of disappointment. ODO But I'm still not giving up. SISKO I appreciate that. But I get the feeling that the only one who can help Worf at this point... is Worf. Sisko turns and heads for the wardroom. Off Odo's thoughtful reaction... 60 INT. DEFIANT - BRIDGE - FLASHBACK Worf walking the Bridge, checking consoles. Kira at Tactical, O'Brien at the helm. This flashback is before the battle took place. No sign of damage. The ship is not at Red Alert. As Worf walks the Bridge, he talks into the camera. WORF The escort mission had proceeded smoothly for two days. We had detected several subspace distortions which might have been cloaked ships, but there was nothing definite. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FOUR 41A. 60 CONTINUED: SISKO'S VOICE So what was the first sign of trouble? The ship is suddenly ROCKED hard. An aft console explodes. The ship goes to Red Alert. WORF (to camera) There was no warning. KIRA A bird of prey just decloaked off the port quarter. WORF Raise shields and lock phasers. O'BRIEN Another ship's decloaking... it's an older battle cruiser... she's going after the convoy. WORF Bring us about. 61 OMITTED DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FOUR 42. 62 INT. WARDROOM Worf on the stand. Sisko questioning. SISKO How did you feel when the Klingons attacked? Were you excited? WORF Of course. I am a Klingon. We live for battle. SISKO So that's all that mattered to you... the chance to fight? WORF No, sir. Whatever my personal feelings may be, I do not allow them to interfere with duty or my professional judgement. SISKO Mister Worf... Chief O'Brien says he disagrees with your decision to fire. How do you respond to that? DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FOUR 43. 62 CONTINUED: WORF I respect the Chief's opinion. We have served together for many years. He's an outstanding officer... and a friend. However, he was not in command that day. SISKO What difference does that make? WORF It makes all the difference. He is looking back at a decision... analyzing it weeks later. As the commanding officer of the Defiant, it was my duty to look forward... to anticipate every possible situation. SISKO Did you anticipate encountering a civilian ship on this mission? WORF I knew that our convoy would be passing through civilian shipping lanes. But, in my judgement, the chances of a civilian vessel decloaking in the middle of a battle were... remote. I decided that if we were engaged in combat... I would not hesitate to fire at a decloaking ship. SISKO Mister Worf, I want you to think about the civilians who died on that transport ship... and answer one question. (beat) Given the same set of circumstances, would you do it again? WORF Yes, sir. If I had hesitated, I would have been negligent. I would have been risking my ship, my crew and the entire convoy. Worf thinks about this, trying to choose his words carefully. WORF I am angry about the treatment I received. It was unjust. CH'POK Of course you are. Who wouldn't be? What happened affected your whole family... the entire House of Mogh was brought down. Your brother ejected from the High Council in disgrace... your lands seized... and now your son Alexander will bear the stigma of being the son of a traitor. (beat) Did I miss anything? (beat) Worf... did you weep for those children? WORF I... grieve for them. CH'POK Grieve? A Klingon doesn't grieve. They died in a glorious battle! They're with the honored dead in Sto-Vokor! They don't want your grief. You dishonor their memory! SISKO Objection! T'LARA (a warning) Advocate... But neither Ch'Pok nor Worf pays attention to Sisko or T'Lara. They've locked eyes -- passion rising in each of them. Two men on a collision course and nothing can stop them. WORF You will say anything... you have no honor! CH'POK I say this: You live with humans because you're afraid to live with Klingons. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FOUR 48. 62 CONTINUED: (5) WORF I fear nothing. And if you would like to pick up a bat'leth and face me with a weapon instead of words, I will prove it to you. CH'POK You'd like that, wouldn't you, Worf? You'd love to prove that you're just as strong and courageous as any Klingon warrior. T'LARA Advocate, you are stepping well beyond the bounds of protocol. WORF (overlapping, heated) I am a Klingon warrior. CH'POK And that's why you told the Ferengi you hoped the Klingons would come for you. Ch'Pok pulls back, but the rage and fire in Worf's eyes are not so easily contained. CH'POK (quiet) I apologize, Worf... actually I pity you. But you know who I pity more? Alexander. And you'll have to tell him that he is the son of a small, frightened man who destroyed a ship full of children just to prove his own courage. Worf explodes, lunges at Ch'pok! He falls to the deck, blood trickling from his mouth. A breathless moment in the room as Sisko pulls Worf away. Worf struggles to get a grip on himself. CH'POK I thought you said you'd never attack an unarmed man. Worf doesn't have an answer. Ch'Pok finally gets up. CH'POK Maybe you should have said... not unless I get angry... not unless I have something to prove. (beat) I rest my case. Sisko waves him in and Odo ENTERS, carrying a PADD. SISKO Constable... ? ODO (hands him the PADD) Good news... Off Sisko's curious expression as he begins reading the PADD. WARDROOM Ch'Pok is at his table, Sisko and Worf are conferring in whispers at their table as T'Lara ENTERS and takes her seat. T'Lara rings the bell and brings the room to order. T'LARA Captain Sisko? SISKO Admiral, I apologize for interrupting your deliberations, but I do have some new evidence to present. T'LARA Very well. SISKO I would like Advocate Ch'Pok to evaluate this evidence as an expert witness on the Klingon Empire. T'LARA (to Ch'Pok) I will not compel you to testify, advocate. Ch'Pok looks at Sisko and considers for a moment... Sisko gives him a challenging look. SISKO Care to step onto my battlefield? Ch'Pok smiles a little, then decides to pick up the gauntlet. He confidently walks over to the witness chair, sits and then waits for the battle to begin. Sisko picks up a PADD and begins his questioning. SISKO Advocate, how would you describe the current relationship between the Federation and the Klingon Empire? CH'POK There is no formal relationship between our two governments. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FIVE 52. 65 CONTINUED: SISKO What would you call us? Informal friends? Informal enemies? CH'POK I would say there is the potential for either label. But at the moment, neither one is entirely accurate. SISKO Hmm. Interesting. Would you agree that at the moment, it's difficult for us to trust each other? CH'POK Difficult, but not impossible. There are things which transcend the differences between us. For example, we trust that this case will be decided fairly. We have faith in Admiral T'Lara's judgement. Ch'Pok smiles pleasantly at Sisko. Ch'Pok is stunned, he looks back down at the list in surprise. Sisko picks up another PADD. SISKO (continuing) I can understand your confusion... the names in front of you are identical to the names on this list... the people who were killed in the Defiant incident. (beat) So... what does this mean? Four hundred and forty-one people somehow survive a crash on Galorda Prime... Then a few weeks later they all decide to take another trip... on the same day... on the same transport ship... under the same captain and crew... and then that ship is destroyed, too. (beat) This is a very unlucky group of people, wouldn't you say? For once, Ch'Pok doesn't know what to say. He looks from one PADD to the other... trying to figure out what to do. CH'POK (desperate) I'm... not an expert on luck. SISKO No. You're an expert on the Klingon Empire. So tell me... isn't it possible that there were no civilians on the transport Worf destroyed? Isn't it possible that the ship he saw was sending out false sensor images and that this entire affair was staged... so that the only Klingon officer in Starfleet would be accused of a massacre... and the Federation would be forced to stop escorting the convoys? Ch'Pok thinks about this for a long moment... he looks down at the PADD and then looks up at Worf. But in the end... Ch'Pok is an honorable man. CH'POK (quiet) Yes. A silent, shattering moment in the Wardroom. Case closed. CUT TO: 66 EXT. SPACE - DEEP SPACE NINE (OPTICAL) Re-establishing the station. 67 INT. DEFIANT - WORF'S QUARTERS Worf is lost in thought when Sisko ENTERS. WORF Captain. SISKO I thought you should know that O'Brien and Bashir are throwing you a party at Quark's. It looks like quite a bash. WORF I... am aware of it. Worf turns and faces Sisko squarely, making a difficult admission. WORF Ch'Pok was right. I... did have something to prove when I took command of the convoy. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FIVE 57. 67 CONTINUED: Sisko stops and waits... this is a difficult moment for Worf. WORF (continuing) I didn't realize it until I stood there looking down at him... the blood trickling from his face. But in that moment... I remember thinking... Finally. He had given me what I really wanted... a reason to attack him. He faces Sisko squarely. WORF And it was the same feeling I had when the Klingon ships first attacked... finally. A chance for vengeance. (beat) I should not have accepted the mission. SISKO I'm glad you realize that. (beat) That was your first mistake. What was your second? WORF When the ship decloaked... I should have checked the target before I fired. SISKO (hard) You're damn right, you should've checked. You knew there were civilian ships in the area, yet you fired at something you hadn't identified! Sisko's been waiting a long time to say that, and he takes a moment to let his own feelings cool. SISKO (continuing) You made a... military decision to protect your ship and crew. But you're a Starfleet officer, Worf. We don't put civilians at risk -- or even potentially at risk -- to save ourselves. Sometimes that means we lose a battle... and sometimes we lose our lives. But if you can't make that choice, you can't wear that uniform. DEEP SPACE NINE: "Rules of... " - REV. 1/26/96 - ACT FIVE 58. 67 CONTINUED: (2) Worf knows that everything Sisko is saying is true. WORF Yes, sir. SISKO Now all that being true... the reality is... no harm was done. There are no dead children on your conscience. You got lucky. WORF I do not... feel lucky. Sisko finally softens a little. SISKO And that's why despite everything that's happened... you're going to make a helluva captain someday. Now, let's go... they're all waiting. (off his look) Look, this party isn't for you as much as it is for them. Things got a little tense there for a while, and they need a release, a chance to celebrate. WORF But I do not feel like celebrating. SISKO Maybe not. But part of being a captain is knowing when to smile and make the troops happy. Even when it's the last thing in the world you want to do. Because they're your troops, and you have to take care of them. Worf realizes that Sisko is right. WORF Life is a great deal more complicated in this red uniform.
